Series and Parallel on One Loop

We had some work done on our house, which included changing some baseboard heat.

It is a single zone, and all the heat was run parallel. The two new baseboards were installed with a single pipe. When I fired up the heating system for the first time this year, all the baseboard ran cold except for the two new baseboards that were run in series.

Is having these two baseboards run in a different way causing the other baseboards not to receive heat?

    IF they are shorter than the length of the other zones(or are larger pipe or the other zones already have balancing valves) they may have a lot less resistance and you might need balancing valves (or to adjust valves that were installed but left wide open) to force the flow to pick all of the loops.
