NHB 150 Navien 003 error code

Happening again! System shut down on this 0003 code. Ignition but not sure what is causing it. Will call Navien but thought to put it on Heating help for input. I reset and it keeps happening will go 2 weeks then it happens again. Thanks!

    Regarding the Navien NHB 150 ICalled Navien they said the gas pressure was too high at 11.04WC but that's like 3/8LB. The street gas meter is set to 1/2LB. The street meter does not have a visible regulator to adjust pressure.
    Navien strongly suggests the pressure be lowered but even the local inspector says street pressure is almost always fine. i have installed several of these and never had to deal with pressure. The flame rod and or sensor might be the culprit throwing off ignition.
    Any thoughts.
