So I’m trying to help a neighbor his thermostat was set to 70 and house was 80 so he has a oil boiler 2 zones and hot water his first zone does not stop so zones go to taco switch and that controls boiler and circulating pump zone 1 is not calling for heat and circulator pump is not on but the pipes heading out on that zone are HOT so I’m thinking water is getting past the circulating pump so when the other zones are calling it continues to heat that zone  (Circulating pump needs to be replaced) any one have other thought

    So he has two zones.

He either has 1 pump and two zone valves

    or

or no zone valves and two pumps.

If he has zone valves the problem is with the valve on the zone that is overheating.
The valve could be stuck open or it could be a wiring issue

If he has two pumps and the pump on the overheating zone goes on & off with the thermostat like it's supposed to

Then the problem is with a bad flo check valve. It's probably installed downstream of the pump
