In any boiler that has an outdoor reset capability, the Cold Weather Temp Max setting the high limit of the boiler water temperature. That is the hottest the water leaving the boiler will be when there is a call for heat. that is the water temperature the radiators will receive when it is very cold outside. This is called design temperature or the average expected coldest day of the year. (it is not the Actual Coldest Day but the temperature that you design for)

If you are not getting enough heat, Raise that temperature about 5° to 10° to get more heat.

Return it after the unusually cold temperature has passed if this is an unusual event. Or split the difference. Remember if you are experiencing once in 100 year cold temperatures, you don't want to make that your normal operating conditions. You will use more energy at that higher setting.
