Roth oil tank gauge float

Hi folks, I've found just about every answer by searching but can't find anything on this. Just installed a Roth that I picked up and noticed the float on my string type gauge is about 3/4 full of fluid. Is that normal? I expect it to be empty but wonder if it is weighted by fluid. I wonder if empty it would even be heavy enough to extend the string? Thanks in advance for any input.
