heating zone

hi
I bought a house that has 4 heating zone (baseboard) 2 thermostats are off the other 2 are one
I have one in the basement and one on the living room that controls the first floor
If I set the basement thermostat to 75 and the first floor thermostat to 68, after some time the first floor ill be at the same temperature as the basement even when I put two different temperatures
what can I do to have different temperatures on t

    when you run the basement, with the first floor turned down,
    are you feeling the 1st floor radiators heat up ?
    if so you have ghost flow, or a stuck zone valve,
    or we're gonna need to see a picture showing the boiler and all the pipe around it(one picture),
    are you zone valves and one circulator?
    or multi circs ?
    show this in another picture,
    any new thermostats? maybe they're mixed up wires and or installed wrong?

    For starters 2 of your zones are turned off with manual valves so I would make sure I feel the piping to the zones that are overheating is hot at the actual emitters and it isn't just heat rising from the basement through the building.

    so is that circulator plugged in and running full time ?
    or is that controlled some how?

    at the zone valves, I see wire nuts, but can't make out wired to what ? those wires run behind that board? or tight to the pipes?
