Removing Cap on Heating Oil Tank (To Install Gauge)

I'd like to install a wifi connected gauge in my oil tank. There are two spots, one where there is a traditional gauge already which I'd prefer to leave as is and the other spot which is available and has a large square nut attached to a cap that seems like its should unscrew given enough force but I can't get it to budge.

I'm using a straight pipe wrench which grabs the nut perfectly, but I can't get it to move. I'm thinking I should pick up a pipe tomorrow that I can slip on to the wrench handle to get more leverage, but before I over force it, should I 1) try using WD40 or some other solvent to loosen the cap? or 2) try peeling back the coating around the cap, maybe that is gripping it shut?
