constant water trickling out the condensate line when unit is off
could it be the heat exchanger? or 3 way valve?

    what about the water inlet valve is not closing completely?

    If your fill valve overfills the system, the pressure goes up. If the pressure goes over 30psi, your relief valve will open and leak water, not your condensate line.
