constant water trickling out the condensate line when unit is off
could it be the heat exchanger? or 3 way valve?

My bad,, you have a Navien, how old? Have you had any water testing done?

If your fill valve overfills the system, the pressure goes up. If the pressure goes over 30psi, your relief valve will open and leak water, not your condensate line.
