Understanding the L8124E Triple aquastat relay

Hi I'm trying to get a customer Hot water. His Boiler isnt firing and I see no power is going to B1 and B2
Im used to the L8148E that when u power the control u have 24 volts on t and tv immediatley and when i put jumper on t and tv relay closes boiler fires and circulator comes on..

I assumed the L8124E works same way and when i got there i see power to control and nothing on T and Tv (or 1.8 volts) so i assumed control bad. I swapped out control and getting same result so now I question if Im understanding control correctly.
Any help would be greatly appreciated.

    If you have 120 volt power to the control and jump T & TV. 1k relay should pulli in and start the circ pump wired to c1 & c2.

    The purner should also start (power on B1 & b2 ) if the high limit and low limit inside the control are calling
