when adapting from copper to pex pipe is it good to use a sweat to pex elbow or would it be better to extend from a copper elbow a few inches and then a sweat to pex adapter? Is it just an individual preference and would it be code compliant for Suffolk County,N.Y.

I would do the second option just as personal preference if you have the room to work.
Probably a little less flow restriction too0 -
Take a 3/4" pex elbow and lay it next to a 3/4" copper elbow- compare inside diameters...

You can in some cases use a metal pex bend support which at least maintains the ID of the pex tubing.
