Help heats off and its getting pretty cold.

in THE MAIN WALL
I just moved into a house a few months ago with old radiator heating. I was putting my kids to bed and realized the floor around the radiator was soaked. My boyfriend shut the heat off and the hot water. I need to know if this was needed because it's starting to get really cold and both my kids are under 4.
