When a circulator becomes a pump

Hey guys. I have a situation(Not heat related) where the street water pressure is low and not really sufficient for the top floor of a 4 story walk up. The main coming in from the street was replaced with one inch copper a few years ago with no real marked improvement in the pressure. The thought occurred to me to "boost" the pressure with a brass circulator (like a taco 005) that kicks in on a pressure drop. First, Can I get that type of pressure control device? And secondly, can I use a circulator for this type of application? or do you think I need a stronger "pump"?
