Baseboard help.

I have a 2 zone oil fired boiler on a 3 level home and having issues with one of them. The upstairs zone controls heating for the entry level and the upper level and the entry level gets way too hot. Upon further inspection the supply for this zone tees off and feeds both areas. The entry level run is very short in comparison to the run for the upper level. I'm thinking the fix is calving off the entry level to force circulation to the upper area. I'm more of a forced air guy myself so I'm a little unsure of the best way to go about this. Thanks!
