half hearted radiator heating

our hall radiator heats up nice 'n hot half way from input valve to steam vent, but rest stays cold? what do I need to check?

    first set up the thermostat to its max, and see if the radiator gets fully hot.

    if not the turn the boiler off, and when cool, remove the air vent, and see if you can blow through it, while holding it it horizontal. if it is plugged, then soak for a few hours in vinegar, and rinse thoroughly, and reinstall.

    if the problem persists, then look at the boiler while steaming. does it continue steaming without interruption until the set-point is reached, or is it stopping, and starting [short-cycling]?
