Sizing replacement boiler

According to the Maharishi Master Yoda Dan, "the desire to oversize a boiler is stronger than the desire for sex."  I'm looking at a replacement project where the last installer really got his rocks off.



18 apts. 9 @ 1 bedroom  9 @ 2 bedroom      Nothing special about building



Existing boiler size:   28-5       3646 sq ft steam



Twin building next door    19-7        2888 sq ft steam



Actual measured radiation of building       1250 sq ft steam



I know what I'm going to do.  What would you size?

    currently 1 tankless coil.    Installing stand alone heaters
