How to recognize circulating hot water system

Hello -
My apartment has baseboard heating units in the bedroom and living room, with
2 separate thermostats. Inside there appear to be one large and one smaller copper
tubes, with aluminum fins on the larger tube. I have been told that this is electric baseboard heating but it looks to me like it must be circulating hot water. How can I tell which it is? Thanks in advance, my first post.
