My boiler wont turn on sometimes

My boiler won't turn on sometimes. I'll turn up the thermostat and sometimes you can hear the relay click other times you can't. The Plumber came and boosted the furnace ( put a pair of clips on the boiler to cut the thermostat out of the equation). I have a new thermostat, please help

    Hi- Since we know very little about your system or exactly what "the plumber" did to bypass the system, we really can't give you much much direction on what to do. It would be best if you either got "the plumber " to fix the problem or a heating professional that understood steam to fix it.

    Millivolt system?

    Would this by any chance be a millivolt (or powerpile) system?
