Floor thickness for underfloor installation

My home is 95 yrs old. The first floor has new pre finished hardwood floors installed over old flooring. The thickness is 1 5/8 in.
Is this floor too thick for the pex type radiant that I see installed from the basement of the home?
Does anyone have any realistic ideas for heating the 2nd floor? (I am looking to convert from steam) Are the celing radiang panels worth anything? Or would the only option be to take down the plaset celings on my 1st floor and istall form underneath?

Yes, ceiling panels are worth something
They're a viable retrofit option, and will work off of lower temperatures than the between-the-joists extruded plates.0 -
Radiant ceilings
By all means use them they are very effective, and comfortable. You don't have to worry about floor coverings, and furniture blocking output0
