I'm going to be replacing my thermostat. Is switching off the power to a modcon the same as with an oil boiler? Do I just switch off the power, and then turn it back on when I'm done, or is there a special start-up procedure?

Power.

Yup. Power off. Switch the breaker if you're not sure.
