Can an 4-stage Laars Pennant boiler be programmed to fire in
2-stages by giving the stages 1 and 2 the same setpoint and giving stages 3 and
4 the same set point?

Why would you want to do that - more stages means more efficiecy.0 -
Yes I Believe so
But you may want 1 and 3 together and 2 and 4 together.
That will help even out the heat transfer.0
