    Looks like a bidet, but ...

    ... that white thing in the bowl I have never seen, and seems it would get in the way of normal function.

    Looks like an older type of Emergency Eye Wash Station, or a combo of eye wash/ sink? Are there Foot Pedals under the fixture?
