Date this boiler!

in Strictly Steam
I'm trying to figure out time and place for this picture.  There is a boiler in it, and a large winch, and if anyone recognizes this boiler, where and when it was produced, I'm sure that would help!

    Is it a steamship boiler?

    I'm wondering if this could be the shipyard in Liverpool, nad if this is a boiler for a steam ship, perhaps?

     but this photo is absolutely useless.  I can't even see a boiler in the picture.  Cell phone photos do not work very well here.
