Zone heating: one floor too hot

I recently had to change the thermocouple on my heater because the pilot light went out and would not stay on when lit.  When I turned on the zones (all separate electrically), my second floor overheated (thermostat set for 68 degrees, room temperature increased to 82 degrees).  I turned off all zone electrical switches to stop the furnace. Do you think this is a valve problem?

    I'm assuming you have a boiler, but then you say furnace? Is it a zoned forced hot air system? Is the stat working properly, have to check at set temp that the stat is opening the circuit?

    Thank you for responding.

    Sorry for the confusion, it is a boiler for hot water heat (radiator).

    The first thing I did was check each floor's thermostat to verify the temperatures that turn on the heat.  Each floor was different.  However, I don't remember what the temperatures were, but do remember that the were in the 60s.
