two hot water heaters parallel

Ok I installed two hot water heater tanks in parrallel. They were not exactly the same but both 50 gallon. One tank was designed 4 " lower than the other for cold in and hot out fittings. I connected both hots out and both colds in 4" closer to the lower heater, than the higher heater... to compensate for the extra pipe run down an additional 4" to get to the lower hot water tank. The system still seems to draw unevenly from the lower tank. Can I just partially close the ball valves to the over worked heater to balance the use of both heaters????

    Equal runs

You should repipe with more equal runs with same heights of the tanks ... Best way to pipe is to run full size pipe , run the house cold into one of the tanks and the house hot into the other . Then tee across to tie in the two tanks .. This will insure equal resistance and pipe lengths ..

The same height of the tanks is important for equal tank temperatures .. The lower tank will gravity hot water to the higher one ...
I have enough experience to know , that I dont know it all
