Full expansion tank

I have a old water heat system with radiators. The is a 2 1/2 story and the boiler and expansion tank are in the basement. I run the system operating pressure at 20 psi. This winter my expansion fills in a few days. I drained it a week ago and now its full again. Is this normal?
Note: I have turned the city water off to see if that helps but it hasn't.

That doesn't mean that it's full. It should contain 2/3 water, 1/3 air.

IS this a long tank
hung in the floor joists? or a small tank hanging off the air separator?Cost is what you spend , value is what you get.
