What to do when tenants run out of oil

Hey all, its that time of year. In one of my houses I have oil/steam radiators. How do I gey the boiler up and running? I before unscrewed a little pin and oil came out. There was water in the tube. Also some raditors have flat head screws. Do these open and close? Thx

call a heating professional
If it does not start up when you reset it ONCE. call in a pro to get it bled and running. There may be a reason the tenants can not keep oil in the boiler.Cost is what you spend , value is what you get.
