help with a hydrotherm AM series pulse boiler

in THE MAIN WALL
i have a HydroTherm AM series 100 pulse boiler. Problem is i have to block the air intake to a fraction to keep the boiler running. gas pressure was checked and is good. boiler was installed 2000 and a tune-up was done.  any ideas why the boiler will not run on full air intake? thank you
