How to convert from oil to baseboard heat, keeping water heater

Oil bills are killing me.  Family members are stying with me in a two zone legal mother/daughter.  The home has 3 floors.  The 2nd floor is on one zone, and the 1st floor & basement another.  I need them to pay for the heat they use.  While the oil used to heat the water is fine, but home heating costs during the winter are brutal.  So, here are my questions:

1. Can I add baseboard electric heaters while keeping the oil fueled hot water heater?

2..Will I need to upgrade the electric in the home to do so?

3.  How costly might this be? 

4. How long would it take?  The home is standard size.

    The cost per BTU of electricity

    is the highest there is. So electric baseboard will be even more expensive to run.



    What do you have now? Steam? Hot-water? Scorched-air?
