any steam boilers qualify for tax incentive?

I was told by a local person that there are no steam boilers that can get the 1,500 tax incentive, is that true?

  90% or better
  
  The tax credit us available for a new boiler with an AFUE of 90% or greater.  That pretty much eliminates steam boilers.
