Polaris radiant- potable

I was talking to a homeowner who purchased and installed his own Polaris gas water heater for potable -radiant heating. The potabale water goes thru the potable radiant tubing(not radiant tubing w/ an oxygen barrier) buried in concrete then out the faucet and into their cooking/shower/teethbrushing. He has a 5 zone manifold.Does the water become stagnant after a time?He can't be heating his floors during the summer, can he? Anyone with experience using this type of system?I am going for a look/see next week.
