I know it is made in mass. I believe it is a carbon printed on a sheet of plastic. I've not used it. I've seen it work. It is usually installed in walls and ceilings I think.

Checking out CALORIQUE
Hi, guys:
My sister in China is modeling a new home she just bought (most houses/condos in China are sold bare, with just the minimum plumbing and heating elements), and is offered an electric radiant heating system called CALORIQUE, made in USA. Can anyone give me some information/recommendation on this product? Pros and cons, and what my sister needs to be careful with? Thanks much.0
