Bushing on oil lines

We are installing fuel oil lines in a new city-owned building, and they have made a point of stating that no bushings are to be used to reduce pipe sizes. We can use reducing cuplings, just not bushing. Does anyone know of a reason for this? We are using several 2-1/2" tees where we needed the bull to come off at 1-1/2" and we had installed bushings to acheive the 1-1/2". The GC is enforcing this spec, but he doesn't seem to have an answer for it. I am curious.

    the bush

    a bushing is a notoriously weak fitting. cast ones split all the time. sometimes by mere tightening. also sand holes and other flaws. try to order reducing tee's for a good looking job. maybe a couple reducing els would make it more pleasing to the eye. bushings have been taboo on gas piping since the beginning of time.
