I am in NH and here thermal switches(I assume your talking Firomatic type) are not required, I usually install them as a matter of safety, however I have had inspectors make me remove them because they are not required.

is a thermal switch required on a gas boiler in mass? how about an emergency switch? im an oil man and i looked at my friends boiler and those two things have me scratching my head? thanks for your time guys paul sr.0 -
Yes
Spill switch at the draft hood, roll-out switch in an atmospheric boiler and a red plate switch. LWCO if over 300 MBH input (but use your head and do it anyway...) Mass. Electric code also requires a local disconnect in addition to a red plate switch. Some localities require heat detectors/rate of rise above the boiler. All good things in a safety circuit.
