Can I use my shop-vac with a hepa filter to clean to soot out of my Megasteam Boiler?

Yes you can
The question becomes, will the shopvac survive? I know the hepa filter won't. Make sure you use a bag plus the hepa in the shop vac and let us know what happens. Could be a non-event and it could be interesting.

I bought a decent shop-vac from Graingers almost 10 years ago. I use a regular pleated filter, and either the soot-bags from RE Michels, or just regular shop-vac bags and I have had no problems whatsoever. Besides 9 out of 10 boilers I service really don't get much black soot except near the burner nozzle.
I usually change the pleated filter when I forget to pull it before vacuuming water.....doh!! I have gone at least 2 yrs on the same pleated filter
Make sure you have a good seal between the bag and the inlet tube and you will be fine

It's fair to ask
why your MegaSteam is sooting up in the first place.
A modern oil burner, properly selected, installed and tuned, should not make smoke or soot. Period.
Since yours is, it's time to have a pro look at it. The cause might be faulty setup, bad nozzle, lack of combustion air or one of a bunch of other things.
