Radiator Heating top to bottom

Is it normal for a radiator to only be hot/warm at the very top or, should the entire coil be hot? I understand that they will not necessarily heat all the way across, unless it's the coldest day, and wonder if the same applies vertically.

is it steam or hot-water? If steam, one pipe or two connected to each radiator?

to have such a fine Vapor system.
On a mild day, the radiators will only heat partially. As it gets colder, or if the house is coming up from a night set-back, they'll heat more and more.
We find a lot of Mouat systems in the Cleveland area, since that company was based there. If you're in that area, get in touch with Gerry Gill and Steve Pajek- they live and breathe Mouats.
