what is a \"sparge\" tube and can one be made?

You will have to tap the tank 2" to 4" depending on the requirements. Also make sure the tank is not lined. Sarc makes an injector also. I have not tried the injector.

What is a sparge tube for steam and can they be made or do you have to order them?

The sparge is used to inject steam into liquid. They can be made. It might be helpful to know more about your interest in the sparge.0 -
I have a customer who is getting a cold condensate tank about 90'. Chemical guy wants 180' in the condensate tank. There are no tappings for a coil. Burner guy suggested sparge tube. only tapping available are 1/2 taps at bottom of tank 3 of them.
