Question on rebuilding shutoff valves
I have a single pipe steam system with cast radiators and a dunham boiler, if that matters to anyone.
In any event, 3 of my 5 shutoff valves on the radiators tend to spit and steam when the system comes up to temp after being lower during the day (I have it on a programmable thermostat).
Any suggestions on the best way to either rebuild or refurbish these valves in the most cost-effective way?

Thats very easy! Where the stem goes into the valve there will be a nut. Unscrew that nut where the steam comes out and put some graphite packing in there. Tighten the nut back down and the steam leak will stop. The graphite packing ($2.00) can be bought at your local home center.
