Barometric dampers

Last year during the combustion test the tech. noted that the flue damper draft was unstable. it varied between -.01 and + .01. He thought that it was caused by the chimney being oversized (old coal setup) Would a barometric damper help.

What kind of a boiler or furnace (Mfg & type of fuel)?
Is the chimney fully lined from top to bottom?
How large is the chimney, (how high and what size is the interior cross section)?
