flushing steam and condensate pipes

I have been asked to flush a three story school building that has 2 pipe steam radiators. I would remove cage units.
and recap. these are old radiators and may be filled with lots of rust etc. Is this even a good idea? I never did it before and would like any input.

A 'y' strainer on the return always helps in every day and flush situations...especially with a cond pump. The supplys can be flushed & the junk flushed out the boiler easy enough. Clean boiler as cited in Lost Art last. Preventitive maint?
