I'm in Mass, is it possible Massachusetts is in this too? Or is this more of a federal thing? or both? Thanks again, I realize I could track down this info if I had to, I appreciate your advice (save me some time).

the home owner may be confused, he said "I" would need to get certified. He may have read it wrong. I will talk with the HO.
I have more certifications than you can shake a stick at, so one more won't kill me, but when he mentioned the cost to me I was a little surprised.
I'll get more clarity.
