One thing that I would consider is the condensation that will form in the pipe over that exposed run.
As for the code, ask the local inspector their thoughts. They are the ones that will give the final thumbs up.

I live in massachusetts I would like to know if I can vent a power vented water heater pass under a deck and terminate on the other side.I cant find it in my code book.does anybody know this and also what section it is in.0 -

not in the code book. Look in the installation instructions; out west here, that's what the inspectors refer to.
As long as it's on the other side of the deck, it should be OK albeit noisy. Make sure you let the owners know to turn the music up when they have a BBQ.
We quit using power vent water heaters long ago. If the owner doesn't complain about the noise, the neighbors will.
