DHW question

I'm looking at a job where the guy wants to stop using his oil fired boiler to make DHW. ($250 a month in the summer now) He wants an instant HW unit but doesn't have the juice (3-50 amp breakers?) for electric and no place to vent if he went with propane. So my supplier suggested a standard electric DHW tank put on a timer so that it only runs a couple hours in the AM for the shower and a couple hours PM for the dishwasher. The customer happens to be a single guy. What do you folks think of this idea. Figured I'd ask before I jumped in and offered it to him. Thanks!

Timer?
I would tell him to turn off the emergency switch upsatirs while he is away all day at work. Turn the switch back on 15 min before a shower and dishwasher/laundry use. I do this at my own hose every day until the cold weather hits. I have been running on 150 gal. of oil since april or there about.
