my heating is switched off but radiators come on

in THE MAIN WALL
hi,
i have my heating and water set on a timer but when i
switched my heating off the radiators still come on
when the hot water does , i don't know much about
heating systems , is this a problem with one of the
actuators ?? any help would be gratefully recieved

    Sounds like a defective control on a tankless oil heat steam system, but considering anyone would need more information than you have provided we await your reply?

    Pictures and more information would be nice...
