Can A closed radiator above me affect my heat?

No idea. I know that I have 4 risers. 1 radiator, 1 riser has a capped radiator outlet. Im not sure if there ever were radiators on the other 2...the building is about 110 years old and has likely gone through several interior changes and radiators could very well have been taken out.

In regards to the riser thats has a capped radiator outlet, would it be safe to say that if I put a radiator on there I would get more heat? Meaning that the cap itself is very cold, I'm assuming that if I put a radiator on there more steam woudl flow to that point.

Can a closed radiator above turn off my heat?

I live in a building with an old steam system. If the person in the apartment above me turns off the valve on their radiator....would that affect my ability to get heat? Would that prevent steam from coming into my radiator and risers?

    Possibly in a way

and here is how: If the radiator above acts as the main vent for that riser, it may slow down release of air hence slow the passage of steam. Slow, I would say, but not prevent.

Otherwise, so long as your radiator is vented properly you should get some heat at least. Is your radiator dead-cold or just tepid?

The radiator and the risers go from being on and blistering hot, to completely ice cold.

1 of the risers that does not have a radiator, has been ice cold for about 3 days, and has only been hot once or twice in the past 3 days. It seems like there is no heat at all in that riser. Im wondering if someone upsatirs has a closed radiator and thats causing the riser to be cold.

    Riser w/o a radiator

The riser w/o a radiator. Without a radiator in your apartment or any apartment?
