I believe that most atmospheric chimney vented heat sources will top out around the mid 80% efficient. However, you may find that with additional controls your fuel consumption will be less.
Look into Viessmann and Buderus for optional cast iron boilers that can receive lower return water temperatures alowing the boiler to reset based off of outdoor temperatures without thermally shocking the boiler.

Replacement Boiler
I have a natural gas Milwaukee Thermoflo hot water boiler that is over 20 years old that vents to a chimney in a two story house from the 1920s with radiators. The plate on the side of the boiler says Dunkirk Radiator Corp.
I have looked at the Crown, Dunkirk, Weil-McClain, Utica, and Peerless web sites.
I am interested in any suggestions for an energy efficient chimney vent replacement boiler.
The current boiler setup has all the water piping and circulator pump on the right side (as you are looking at it), which seems to work out fine.
