green sticker program

Here in Utah there is a program to have a plumber change your gas nozzels for our cheaper gas and they give you a green sticker. Does a 2 week old boiler or a 2 year old WH need this? Do I want these guys touching my new boiler?

    Go out and time your gas meter when only the questioned device is operating. Determine IF the device is operating within the stated BTU rating the device has upon it. If it is no problem IF not you should have the device checked. Older devices could be operating way above the stated BTU's since they were sold to Utah with no compensation for altitude. (16 percent over fired). New devices that come into Utah account for altitude. Under fired devices if operating are ok. A green stickerd device may well be 16% ~ underfired since it may have been modified with correct orifices(nozzles). The new less BTU per cubic foot gas is the problem. The new gas has CO2 introduced into it to lower the BTU/cu.ft. of the gas. that could cause a dangerous condition if the device is overfired, as it is likely that CO would be the result of the over fire. CO2 in the gas well, is the main problem, since those wells should be used it is easier to make all the gas standard by introducing CO2 to all gas. CO2 is a major component to all wells, oil or gas or water. It is a real problem and has to be addressed in this fashion.

    I know the program is to deal with 'the gas they are currently using', but both my boiler and WH are for high altitude. How do you 'time' the devise's btus?
