I once worked worked with a fellow from Trenton, NJ, 30 years ago. He was Ukranian and spoke terrible English. Very heavy accent was tough to follow. Turns out he was in the US for over 35 years. He only spoke English at work and occasionally other circumstances, but as a rule, he spoke only Ukranian/Russian at home in his neighborhood. That explained his lack of English skills. He hardly got any practice.
