Biged, you should look into the bench tank setup that Clean Burn has. The heater sits above the tank on steel supports and also passes code , 5' from tank makes service easy as they need allot of service compared to other fuels.

Installing a waste oil heater
I am going to bid on a job to install a waste oil heater. this thing is going in a building about 20'- 25' high and weights 400lbs. what kind of a support am I talking about to carry this weight? This is the first one this size.0 -
hanging a heater
You give information that is way too general and lacking way too much information to give you a definite answer. Most manufacturers give information on supporting their units. One would need to know things like what are you hanging it from, type of materials, vibration protection, etc. Sounds more like a question for a structural engineer.
400# isn't a lot of weight if hung from several points. Consult the manufacturer's recommendation and hang accordingly. If it's bar joist construction, remember this. The bottom cord of the joist is NEVER designed to carry weight. Hang from the top of the joist only.
