return air ducting

Does your water heater vent with a motor? What state are you from? In WI the Fresh Air is primarily for the Water Heater (which needs fresh air) for proper combustion

    Return air ducting

    I am finishing my basement and have run into a problem working around duct work. All but one problem has been solved. The problem left is an air duct that goes from the air return to outside. What is the purpose of this vent? Can it be rerouted to an air pickup/discharge in a basement wall?

    It's possible

    That it's a fresh air make up for the house. By chance, is there a elbow on the supply plenum, just dumping air into the mechanical room?

    What size is the air duct that goes outside?

    The duct is 6" round but it reduces to 4" at the outside wall and has a hood similar to a dryer vent. There is no flapper valve at the hood, just screen.

    The water heater is in a little room off the garage and does not have a fan vent. It vents through the roof with a 4" pipe.

    Could be a make up air control like a skuttle 216. if so you can pipe it to anywhere in the return duct. Skuttle.com and cruise the product section. Best Wishes J.Lockard
